2008: Toronto's first year in the record
In 2008 the City issued 2,868,448 parking tickets in the published records, with set fines totalling $111,428,745; tickets peaked around midday and the largest share were for parking during signed no-parking hours.
The corpus has 2,868,448 tickets for 2008, with set fines adding up to $111,428,745, or an average of $38.85 per ticket. 2008 is the first year in the corpus, so there is no earlier year to compare it with. The City publishes complete records only, so tickets with incomplete records, such as many out-of-province plates, are left out of these totals.
Ticketing rose through the morning and peaked at noon, when 222,500 tickets were issued. The 1 p.m. hour came next with 210,640. About 51.0% of tickets with a valid time were issued between 9 a.m. and 4:59 p.m. Overnight enforcement was also heavy: 19.6% fell between midnight and 4:59 a.m., which reflects overnight parking rules. The quietest hour was 5 a.m., with 19,160 tickets.
Parking during signed no-parking hours was the largest family, with 717,158 tickets (25.0%). Unpaid meters and pay-and-display machines accounted for 22.1%, and permit parking for 16.1%. Hydrant, fire-route, accessible-space, sidewalk and bike-lane infractions made up 5.2%. The most common single code was code 5, parking on a highway at prohibited times or days, with 605,901 tickets (21.1%). Next came code 29, parking at a prohibited time without a permit (453,490), and code 210, failing to display a pay-and-display receipt (348,958).
On public streets, the most-ticketed recorded location was 20 Edward St, with 6,098 tickets. It was followed by James St with 4,685 and 60 Murray St with 3,509, all in the downtown core. Enforcement is not spread evenly across the city, so these counts show where officers wrote tickets, not where parking rules are broken most often.
