2021: Tickets rise again, led by private-property enforcement
The 2021 data has 1,481,709 parking tickets with $81,688,410 in set fines, 5.6% more tickets than 2020.
The 2021 data holds 1,481,709 parking tickets. Their set fines add up to $81,688,410. That is 5.6% more tickets than the 1,403,663 recorded for 2020. The City publishes complete records only, so year-to-year changes partly reflect what made it into the published data. Ticket counts measure enforcement activity, not how often people park or break the rules.
Ticketing peaked in the late morning. The busiest hour was 11 a.m., with 121,380 tickets, and the hours from 9 a.m. to 2 p.m. made up 35.6% of tickets that had a valid time. There was also a strong overnight stretch: midnight to 5 a.m. made up 21.6%, peaking at 3 a.m. with 82,231 tickets. That stretch matches enforcement of overnight and private-property rules.
Private property was the largest family, at 25.6% of tickets. Next came no parking during signed hours (16.8%), unpaid meters and pay-and-display (14.8%), no stopping and rush hour (13.8%) and permit parking (12.4%). Hydrant, fire-route, accessible-space, sidewalk and bike-lane infractions made up 6.1%. The most common single code was parking on private property, with 322,893 tickets. It was followed by parking during prohibited signed hours (198,678), parking during prohibited times without a permit (184,102) and not paying the required machine fee (180,821).
The most-ticketed block was Bayview Avenue at Blythwood Road, with about 5,322 tickets. Next were Grand Trunk Crescent between Lower Simcoe Street and Bremner Boulevard (about 5,124) and Keele Street between The Pond Road and York Boulevard (about 4,454). Enforcement is not spread evenly across the city, so these totals show where enforcement was focused, not where parking is hardest.
